Actually, Jindal was waiting for the Feds to fulfill their obligations under the laws and regs they put in place. Permission to dredge and protect the shoreline was requested, but Obama and his oafs are still dithering over it.

Obama always needs a commission to figure out his moves for him. A person with leadership ability and some administrative experience would have been out in front of this problem and would have seen to it that red tape was minimized instead of adding to it.
