They had a recent election over the issue, and it was defeated. Something about them just passing the royalties along to the consumer... I guess there must be some law that they can't use the international oil market. Because the only way that works is if California is a captive market. I didn't know that. Makes sense......CA is so desperate for cash they would sell the Golden Gate bridge if they didn't need it for traffic.
