It would seem that to borrow some terms from Richard Nolle, what we have is a large soufflé settling...

And swaps are one way to help it settle, easing differences between currencies and blocks so the pain is spread more evenly everywhere...

In a sense, we already have a world currency regime, with the CBers swapping regional confetti back and forth. None of it has intrinsic value... so to a CBer, whats a few electronic digits here or there?

The idea is mitigate the crisis.

So it appears already, that we have a one world currency system. Now it only needs to be formalized, with some unit of exchange.
