What priority? How would governments' greatly increasing the clean up effort take away from the capping of the well?

I am missing your logic. All it takes is money. Allocate billions of dollars to the clean up and then bill BP. BP does not even have to be involved. BP made billions in profits and they caused this so they need to pay.

Use as much money as is needed and is practical. How would the government hiring several large super tankers, dredges and thousands of peopel and scientists detract from BP's well capping effort??
