Would you trust the government with extra money? Look at California. Many years ago Californians voted to have state lottery where 1/3 of the revenues would be for schools. Then several years ago, mega million lottery was added to the system.

Yes. I am not sure what the particulars are for CA and its lotteries but the federal gov't already builds mass transit and seeds some research for renewable energy sources. All we would be doing is expanding that role. To prevent the money from getting squandered will require a well written law.

CA and tax money have an unusual and tortured relationship. Things don't have to work that way......and they don't in other states.
