Perjury isn't just a technicality. Also it wasn't the excuse, it was the real reason. If it was just a BJ there would have been no serious move to impeach.

A good case could be made that Clinton shouldn't have had to testify in this case, but I believe Governor Clinton had signed the allowing the compelling of such testimony (I can't find evidence for it now, but I remember posting evidence of this in the past)
