I think that implies capping the well would have been hazardous. There could not be more pressure than well pressure. That does not make sense to me.

IF they were 'prepared from the beginning' then just why is the situation so bad?????

Are we to think that our government has been totally out in left field, and hasn't a clue about what to do, when to do it, and what the impact will be....? That's what most of us think by now.

The entire plan was and is a disaster from the instant anyone paid any attention to the problem..... There has been NO plan!
And there has been way too much micromanaging from the top down.
