The history of it doesn't suggest they 'couldn't', but there was corruption and then very bad financial mgt and advice etc.
and they 'had' to do something about it per the EPA.

if it were clear they couldn't afford it because of the current financial predeciment, then it is clear that a number of cities and states simply couldn't afford things.

I'll look at the history of it, but your comment about it is supported by no facts and is just an opinion. and do you know what sewage systems cost? in articles I've read, and the paper here is full of them, the suggestion the price was to high isn't generally suggested, so I'm 'guessing' it is in range, tho will check it out. not that I live in JeffCo.
