There are US and South Korean sanctions/blockade against North Korea since their nuclear test.

Since South and North Korea are still in a state of war, one could reasonably expect that ships heading for NK would be boarded and redirected to a non-NK port.

As for NK driven blockades, why do you think that SK ship was sunk in SK waters?

NK doesn't recognize the UN established NLL along it's Western border:

This is no different than Israel or the Palestinians/Hamas not recognizing each other's borders, let alone their right to exist.

Drive a fleet of ships to NK and you're going to get boarded by SK and US naval forces.

Resist violently and you're likely to get shot.
