Of course it would, did I say it wouldn't? The bomb materials would be dispersed throughout the oil, so it would be contaminated. You could clean the oil by filtering out and processing the oil to remove the heavy radioactive metals, but that probably would be worth it. But I wouldn't worry about that so much, I would worry about putting a huge crater in the seabed that is flowing contaminated oil into the ocean.
