I don't know the details of the Obama suspension. I believe it only relates to exploratory wells almost all of them deep water. The old definition of deep water is 1000' and I don't know if that has been changes with the technology now available. The industry has had an almost spotless record since the Santa Barbara blow out ... until BP acted so negligently that I would want a firing squad for BP's drilling rep and his onshore supervisor on the Transocean rig. Below is what I wrote one of the WSJ reporters before 60 minutes broke the story.

BP liked to advertise themselves as a green company "Beyond
Petroleum". I suggest "Beyond Pathetic" is a more accurate
description. Being a former industry engineer that have been on a few
offshore rigs myself, their actions before the blow out (see latest
article in NYT regarding oil plume) tells me their drilling
representative on the rig was trying to save about a million bucks by
short cutting the final cementing step prior to circulating out the
drilling mud. What in the world is going on in BP's drilling
headquarters to let this kind of thinking happen out in deep water?

I suspect the company knows that the blow out is much higher rate than
5000 BOPD. They were the first to give out a figure of 8000 BOPD.
The news on the massive underwater oil plume will make the cover up
obvious to everyone. Yet they refuse to get an accurate measurement
on flow rate which is critical for design of the "top hats" and want
to minimize accountability. The junk shot is a long shot. In a week,
we will be told that the relief well will be the final and only
solution.

I hope they enjoy the $1M savings on the $100 million well. I hope
the justice department looks at BP's instructions to Transocean to
circulate out the mud when the well has been taking kicks.

Beyond Pathetic.
