Sorry but that's incorrect. BP stopped drilling on the second relief well:

"The second relief well, which started on May 16, had reached 8,576 feet before drilling was temporarily suspended on May 26, but it has now resumed.

When Obama found out, he insisted they resume drilling on that second one.
