So in those "no-growth" areas where there is no room to add another telco PSTN switch (necessary for lifeline POTS), then there is certainly no room for a DSLAM.

So the argument of CDSL in the switch somehow pushing off the PSTN ratios vs. adding a separate ADSL DSLAM module (which requires more space and specific maintenance training), seems to be in favor of the CDSL-in-switch soln.
