No. The purpose of the shears was to cut the riser about 10-15 feet from the BOP so they can support the remaining stub with the harness while using the wire saw for the final clean cut just above the LMRP. That reduces stress on the riser that could cause the wire saw to bind, and allows them to manipulate the riser stub to help free the saw if it gets stuck.

This is sort of like pruning branches on a fruit tree. The procedure is to make a rough cut with a pruning shears or buck saw about a foot from the trunk, then come in with a fine tooth saw to cut off the stub flush with the trunk.
