If the contractors have debt and covenants, they will have no choice but to cut costs and move capital/equipment out of the gulf.

The uncertainty over the next 12 - 18 months will destroy the smaller capitalized companies.

Not sure I agree with your statement.

RIG's responsibility is to its share holders, not the government. If they are getting a majority of profits from their overseas operations, why shouldn't they find countries that respect capital more then US?
