Doug Brown wrote it. His sources include a paper by Berwick himself which describe Berwick's romantic love for the NHS. The words about Berwick's "romantic love" for the NHS, his desire for wealth redistribution via government health care, his, the reference to the "darkness of private enterprise" are quotes from Berwick. You really have to bend over backward to not to realize this is an administration staffed by socialists.
