It was Sheridan who said that. It was Sherman's strategy to starve Indians by cutting their supply line (Buffalo). An updated version of his march to the sea strategy. A strategy which had far more to do with the success of the American military than conventional weapons did. He ordered Buffalo robes as winter uniforms and Buffalo skins to cover wagons, virtually anything that would contribute to killing off the Buffalos. Everybody got on board though, from serving the delicacies (Buffalo tongue) in fancy Eastern restaurants to decorative ash trays. So the Buff was slaughtered leaving the carcus to rot sans skin and trinkets. Some people in modern times don't know what was behind the frenzied slaughter of the buffalo but that was it. It wasn't senseless it was purposeful as a military strategy.
