Its seems to you left out part of the law:

"Whoever, directly or indirectly, promises any employment, position, compensation, contract, appointment, or other benefit, provided for or made possible in whole or in part by any Act of Congress",

Why?

Because I don't believe it is important in this context.


It is if you are talking about the send up over Sestak and Romanoff.....that they were offered jobs not to run. There was no Act of Congress involved in either of those offers....which, if I understand the law correctly, is a key provision.
