One of the primary means used to select targets is to buy info from locals.

There are too many cases of locals settling old grudges by selling out the Hatfields as "Taliban" for $1,000 to the US 'Intelligence" agencies.

Special Ops and the drone program are out of control.

I realize the heart of concern is over innocent bistanders

And a lot fewer innocent bystanders are killed than in most previous wars except the very small ones, despite the enemy not wearing uniforms, and using civilians as shields (or targets).

If we where only as careful about trying to reduce civilian casualties as we where in say WWII, or even Korea and Vietnam, a lot more bystanders would be dying.
