Yes, but the ultimate goal is to work aggressively towards true energy security -- and that means a new very well funded Manhatten Project to get off oil...In the interim the large oil firms need to be taxed heavily to fund R&D into new safety and spill prevention measures. It's becoming clear that the U.S. government needs it's own SWAT team that can handle any crisis above or below the sea. Our country has spent so much money exploring space but we've under-funded deep sea research...We depend on the oceans for survival and we must understand and protect them much better.
