I work for a company that does mesh wireless networks. Back in 2005/2006 I sold and installed one of the pilot networks to the Secure Border Initiative. It is still up and running in Douglas AZ. But Boeing, who won the contract decided to invent something on their own that hasn't worked nor been deployed.

I understand the fear that you are talking about. My BP contacts made it clear that I should stay in Bisbee and not Douglas as the local Douglas population would be hostile to anyone working with the BP. While on one of the towers two men from Mexico tried to jump the fence right at our tower. Since I was a civilian in what is basically a war zone I had a full BP contingent on the ground that the two men didn't see. Obviously they had to retreat when they saw the BP waiting for them. My colleague and I were amused and let out loud guffaws. This pissed off the men who flashed a variety of gang signs and other non-verbal communication. They then started throwing rocks at us. It wasn't so bad when we were on the tower platform 70' in the air. But then the BP had us climb down....not so fun with a couple of guys throwing rocks at us. Here is me on that tower (Jefferson Tower).

Interestingly, the Arizona law is forcing the issue that much of the SBInet was never deployed and suddenly I am getting calls about it again.
