Hi geoffrey -

From Wikidpedia
en.wikipedia.org
"...Save Mart acquired the Northern California division of Albertsons LLC on November 27, 2006[14], which included the right to use the Lucky brand in the areas Albertsons LLC operated.[15] In 2007, Save Mart converted 72 of the acquired Albertsons stores to the Lucky banner in the San Francisco Bay Area...".

There has been a lot of buying and selling of the acquired Albertson assets. The same is also true with the branded name "Lucky". The grocery business is very regional and a national brand really does not work except for WalMart.

You are quite correct regarding the two tiered union labor contracts. In Northern CA and Southern CA both Albertsons (SVU & SaveMart) and Ralphs (parent Kroger) transitioned to a two tiered union labor contract. I am not too sure what is happening at Bristol Farms ( en.wikipedia.org ) but they may be in the middle of discussion on a new union labor contract too.
