That isn't a good political definition, conservatism, even just say conservatism in the US, is not well defined by "one who resists change or wants to go back to a previous time". Also now that many of the welfare state programs have been in place a long time, many liberal Democrats are "conservative" by that definition. They don't want Social Security canceled, some want to undo welfare reform, etc.
