Whatever happened to that RULE or LAW that says ANYTHING done to manipulate the markets is illegal, even if not expressly called out?

I've seen a video of Cramer explaining how he manipulated the market with his hedge fund and I know Anthony Elgindy here is in jail for using FBI information to do the same... If the powers that be really want to give individuals confidence to invest again, they need to show they are fair and the laws against market manipulation apply to all... not just those without funds to support major political candidates.

I HATE taxes that are punitive but I believe a small tax that would be perhaps 0.001% of a $10,000 trade (10¢) might go a long way to ending this. I might even go for 0.01% if the money went to getting the SEC to stop watching porn so they can find the next Madoff or hedge fund manager criminally calling others hedge funds to do bear raids, etc...
