FWIW I'm not big on Laffer or the idea that "economic growth" is the end all. If all the polluters and zillions of people move into a "no tax" area.... so? Then those with money made from free and wild development that resulted in crappy schools, sprawling ugly developments, traffic jams as far as the eye can see, just leave and fire everyone when they're done and move where it's (still?) beautiful EVEN IF there are high taxes.

Maximizing "Economic growth" according to Laffer (ie. lowest costs) includes pollution, clearcutting, shoddy development, crappy schools, and "gasp" Gulf oil spills. <NG>

It's a complex issue IMHO.
