I doubt very much that any small business is going to have the wherewithal to own/lease/operate any kind of deep water rig unless they are some kind of a shell for a major to hide behind. Bringing green start ups into the mix simply serves to cloud the issue which seems pretty clear cut. How does government deciding which has the best chance at success make for less government?
Face facts. you can't have it both ways. If you believe the solution is government regulation - regardless of the words you may choose to describe it - then so be it.
The problem may not be government regulation but selective enforcement ad observation of regulations. It has been my experience that rules that are enforced strictly in an even handed manner and with penalties that have a bite usually get changed rather rapidly if it turns out that they're asinine. On the other hand rules that get enforced/applied selectively, or have token penalties tend to stay around forever without regard to their effectiveness or practicality.
