Actually, one of their better investments is in the 6Mhz of nationwide MediaFlo spectrum back in 2003 for a little more than 38 million dollars, minus the Western EAG purchased from Aloha in a separate transaction. I believe Pual Jacobs recently opined that it's value is nearly 2 Billion dollars now.

The purchase was paid by using the Auction Discount Voucher (ADV), netting an effective "Zero Cost Basis"

I believe that after the payment of the ~38 Million Dollars to the FCC. Qualcomm sold off most of the rest of the ADV at less then face value to various Wireless Operators in 2003/2004.

Seems like buying more spectrum at Auction 49 would have resulted in a better return on investment than cash proceeds at below face value.

Spectrum is the ultimate commodity. Because they are not making any more of it. They used to say that about Real Estate, but developers in the UAE proved that claim as being wrong.
