That's my read..!!! If American citizens have a child born overseas (foreign country) they can go to the US Embassy or Consulate and register the child as an American citizen. If both parents are US citizens then the child is automatically a US citizen. But, if just one parent is a US citizen, then there are a bunch of hoops they have to jump through.

OboobO doesn't meet any of the criteria / exceptions to the best of my understanding. His BS 'Hawaiian Birth Certificate' is a ruse and most likely the result of a bribe or high level back door favors.

Why the RNC or some rich GOP guys haven't pursued this in the courts is a mystery to me.

This document, known as the Consular Report of Birth Abroad, is a basic United States citizenship document. An original FS-240 is furnished to the parents at the time the registration is approved. A Consular Report of Birth can be prepared only at a U.S. embassy or consulate. It cannot be prepared if the child has been brought back into the United States (although a different document may be requested - see the next two paragraphs), or, if the child is 18 years of age or older at the time the application is made.
