That could possibly be the case, Bridge Player. And if it is, then I suggest a lot more effort should be made by non-Muslims to challenge Muslims to stand up and be counted amongst the freedom loving peoples of the world.

The more that non-Muslims challenge, publicize and extol Muslims to be so counted, and the more that Muslims decline to do so, the greater will be the evidence that they do, indeed, align themselves with a doctrine that is in clear contradiction to the tenets of their own religion.

I believe one needs to put a group into a situation where they are forced to "put their money where their mouths are".
