If the EPA gets serious about it then there will be a lawsuit. Then the SCOTUS can straighten this mess out. Of course heads could roll.

if the EPA is still free to do it, fak the Senate. they are useless and will not see us through on this. the EPA can do the job. states and counties and cities can do the job

The energy bill is about raising energy standards and promoting new energy sources. The EPA can't do it without new mandates from Congress.
