If he was right than its too late to do anything. Even if the "in two years" applies to now, rather than from four years ago, its still too late to do anything. Changes on the scale, and with the cost, that would be needed (needed if his statements are correct), are not going to happen in two years, they won't even be seriously set in motion in just two years.
