But didn't that give the area that they had just occupied a chance to re-generate itself and to get back to where it was before it was occupied ?

One sees that in the ongoing movement and migration of large herds, especially here on the African continent.
The problems occur when barriers are put in the way of the natural movement of herds of animals because that gives the terrain and vegetation no chance to regenerate and recoup, and eventually you end up with permanent damage and drastic erosion.
