They may just choose that it's too hard of a fish to catch and go somewhere else but if they choose to go after GS with all their might, they will win, imo. Just look what they do with BP, which is not even an US company. They try to retroactively impose laws that would lead to higher liabilities, they try to muddle with BP dividend which surely isn't their business at all, do a moratorium that put's workers out of job and have BP pay for it and such. Problem with BP is that it's an easy target and they hope to look good to some voters with their meddling. If they put the same energy to dig a hole for GS, they are toast, imo.
