Its very unlikely that deficits under Gore would have been much smaller. Smaller is quite possible, but "much smaller" goes to far. If he would have not cut taxes that would have been a mistake. They where too high (really they still are, but we have to get control of spending before we can push them lower). As for 9/11 there is just about zero chance Gore would have done something that was significant and effective in terms of preventing it.
