Well, that's a plan. Actually it's a good one, cuz there are lots of ambitious pols in state legislatures who would love to see more turnover in the congressional delegation of each state. More opportunity for them to suckle at the golden teat, if only for a term or two. So it's got that going for it.

The Founding Fathers created what you describe as the "whore dominated Congress" and lifetime appointments to the Supreme Court specifically to provide continuity and to thwart the will of the majority.

All in order to protect the wealthy minority, such as themselves and their very best friends.

Our political system is working as designed and as intended.
