No regulation that had been proposed, other than banning this type of drilling, would have been likely to have prevented the leak.

Answer a simple question which no one has answered yet. How are more regulations going to prevent a catastrophe that appears to have happened because existing regulations were ignored?

Nothing more than environmental communists wanting more power...
