My only fear about term limits is that we'd end up with a permanent rookie government, dependent on permanent, full time lobbyists from special interests to do their jobs, at the mercy of permanent bureaucrats in all the agencies. By the time they'd realized they'd been played, their term would be up and a new rookie would be up to bat.

The most effective (but not for US) term-limited pol would be one that had already MADE a deal with some corporation or special interest, had an agenda and a plan for achieving it with money and resources behind it. Once the term limits kicked in, they'd rotate into their back-loaded payoff gig with the corporation.
