probably not. An EIS is an informational document. It does not usually mandate any specific action, but instead assures that the government has taken a "hard look" at a project before approval.

Given how many oil wells have been drilled in the Gulf, I doubt they would look much harder than they had on prior projects. Which is likely why they got the categorical exemption (CATEX). A CATEX is usually permitted when a course of action is identical or very similar to a past course of action and the impacts on the environment from the previous action can be assumed for the proposed action.
