Going to be very interesting to see how those CDS reforms bear out.

Selling "fractional" insurance (like fractional lending) is very lucrative for banks, especially if the Fed, funded by Uncle Sugar and the Taxpayers are there to backstop your liabilities.

The more they sell, the more premiums that take in.. And pass on the ultimate default risk on to the government.

But taking those swaps desks and spinning them off into unregulated entities not under the supervision of the government, or the Fed, strikes me as an open invitation to fraud.

Maybe I'm being a bit simplistic... ;0)
