The fact that BP merely copied and pasted their EIS from prior projects without much thought is merely the red nose on the clown.

Chevron contracts out the writing of a project EIS to firms which specialize in creating these books. I merely provided them with the information they needed form us and reviewed their finished product before submission.

It appears BP found even the $35k or so fee charged by these contractors to be too onerous.
