Don't know WHERE you imagine that the government ultimately gets the money it spends if not from the American taxpayers! (How 'odd' that you would miss that.....)

If, (as you say), the "government" is "responsible" for paying to clean up the mess that B.P. has created, then what you are saying is that the American taxpayers as a whole are, in your opinion, responsible for the expense.

(Not a position that I personally agree with, and not one that I believe the existing laws of our land support, either.)
