Frankly, I have zero knowledge about the geological characteristics of oil reservoirs. If they are just porous rocks then I suspect it would be impossible to collapse it. In my example, I speculated that if it were a cavern, it still might not collapse.

That said, when you're given lemons, you make lemonade. Why not go beyond drilling the relief well (designed to plug the well) and drill a few additional wells to produce that reservoir to it's max and use the oil sale proceeds to insure adequate clean up funds. Naturally, all the rules will need to be followed and monitored.
