It's called pre-arranged dignitary appearance rally.

Something like, before a dignitary goes to an area for
'something', money spent to the people so they all come out
to greet the dignitary, history recorded that the dignitary
'acheived', 'loved' by the crowd. Whatever happened after the
event/appearance will not be recorded.
