A very similar National situation was addressed by Carter in the same manner. No doubt he can improve on the previous delivery during the Carter crisis. I will be disappointed if he can't come up with something to get this depressed mess turned around. A lot of people in this country are feeling bruised. He's made several on site speeches lately which frankly have fallen flat. He should have been able to learn from that and from the history of the Carter energy crisis to pull something out of the hat. If he just whines about Republican obstructionism it gaurantees to be a net negative result no matter what positive encouragements he offers. Tonight may be an opportunity for a turning point or it could be the last nail in the coffin for his administration.
