'Health care should be right for everyone,' is like saying "I'm for peace on earth."

I misquoted Ms Bush. It was not intentional but the misquoted statement is what I was responding to.

'Should be right for everyone'

... Is a different assertion than:

'Should be a right for everyone'

I agree with your take on the second assertion.
