Bush's tax cuts where one of the best decisions of his presidency. One of the clear large good things comming out of his time in office.

Gore would have gone crazy with spending as well, perhaps even more than Bush (despite Bush's huge spending increases, he was attacked by many Democrats for being too stingy, and he would have had a recession at the beginning of his term, probably one now, and 9/11, Katrina etc., plus probably an even larger regulatory increase, so if anything he might have had even higher deficits. Its not sure he would have, but lower isn't certain either and "MUCH lower" is unlikely.
