Jim, here in Washington State where it isn't extremely dire like some states, that's exactly what's going on. I think just to the south in Oregon where it *is* dire, they are also just nibbling around the edges using the game plan you just jotted down. It's like raising your full dam a few inches when a series of bigger and bigger floods is fully known to be coming down the river.
