In that "part of your monthly payment goes into an escrow account for payment of taxes and insurance". With no way to opt out of it. I suppose you could consider it voluntary in that you could always pay cash... Doesn't everyone pay taxes and insurance in cash? Maybe when you have a little more experience and better credit, your mortgage lender will trust you to do so, too.
