Yes - he said as much in addition to the buck stops here - if he had any leadership abilities he'd have given blanket orders to assist not impede.

Why doesn't the press go after this twit with all his golfing while the gulf dies?

I don't recall bush getting a golf pass during katrina?

I am certain that he had no knowledge of the life jacket thing. But it is about policy. It is why the CEO of BP is having his feet held to the fire when he didn't have any personal involvement with what happened on the oil rig. Do you think he had personal knowledge of what was going on there? It is why the events at Abu Ghraib were blamed on Bush. Again, doubtful that he had any personal knowledge of the events as they were happening.

In all three cases the buck rightfully stops with the head of the organization. If Hayward had a policy of "if you cut corners your ass is out of a job"....corners would not have been cut. If Bush had a policy of "if you abuse and humiliate prisoners, you will be punished"...Abu Ghraib is unlikely to have happened. And if Obama had a policy of "do anything you have to to preserve the coastline"...the coast guard wouldn't stop a skimmer because of a life jacket and the army corp of engineers would be out there making sand berms to protect the shorelines in shallows and the Jones Act would be suspended so non-union ships could participate in the cleanup.
