I'm afraid I've missed your point.

The spokesperson for the Wildlife Refuge is spouting the Federal Government's policy line. What do you expect her to say? The fact is that portions of America are off limits to Americans because those lands are under the control of the Mexican drug cartels. In some cases it's official, as in the case of the Buenos Aries NWR, but in other cases it is undeclared but still effectively occupied territory. Where I live, portions of the Chiricahua mountains are off limits to the Forest service, the Border Patrol and the Sheriff because they are controlled by the Cartels. If that's not occupied territory the I ask in what meaningful way does it differ?

I'm sure it's warm and comfortable viewing life from your armchair. You can be as liberal as you like and pontificate all day and be open minder as long as the problem is in someone else's backyard. You can be generous handing out welfare with other people's money and pat yourself on the back for what a fine open minded person you are.
